Chief Accounting Officer
Heather Macaulay, CPA

Heather Macaulay is the Associate Vice President and Chief Accounting Officer for California State University, Bakersfield. As the AVP for Business and Financial Services, she currently oversees Procurement, Payment Services, Business Services as well as Financial Accounting and Reporting for the main campus and four Auxiliary 501(c)(3) business units.
Heather joined CSUB in February 2022 as the Director of Accounting and Reporting for Student Affairs. In this role, she oversaw the accounting of student affairs fund accounting and had financial oversight over two auxiliaries. She also provided financial and budget management for the campus’ NCAA Division I athletic program.
In 2022, Heather was one of 67 people picked by the National Association of College and University Business Officers (NACUBO) for its Emerging Leaders Program, a professional development opportunity for mid-level managers.
Prior to her arrival at CSUB, Heather worked at a public accounting firm as an Audit Manager responsible for various attest and non-attest engagements covering government, non-profit and private entities. She is an active Certified Public Accountant in California with 10 years’ public accounting experience.
Heather enrolled at California State University, Bakersfield with a major in Communications, minor in Political Science. She transferred to California State University, Chico her junior year and changed majors to Business Administration with a concentration in Marketing. While at CSU-Chico, she was one of five students selected from the California State University system to attend the University of Bradford in England. During the year abroad at the University of Bradford, she worked with individuals from across the globe on international business studies aimed at advancing operational, technical and professional development skills. Following her year abroad, Heather returned home and earned a Bachelor of Science degree in Business Administration from California State University, Bakersfield.
